President William Ruto on Wednesday instructed Transport Cabinet Secretary Kipchumba Murkomen to accelerate the introduction of instant fines on roads within a strict 90-day timeline.

Addressing attendees at the launch of the National Road Safety Action Plan 2024 – 2028 at KICC in Nairobi, Ruto expressed impatience with the proposed 90-day timeframe, stressing the urgency of enforcing the new system promptly.

“On instant fines, 90 days is too long to wait. Let us not wait,” President Ruto emphasized. He further disclosed plans to install cameras at key road intersections by the year’s end as part of an intelligent transport system aimed at enforcing fines effectively.

Additionally, Ruto called upon law enforcement to apprehend Public Service Vehicle (PSV) drivers engaging in reckless behavior and ensure passengers are refunded in such cases. “The police must collaborate with citizens and ensure that dangerously driven PSVs reimburse fares upon arrest,” Ruto asserted.

The President also urged for enhanced coordination between the National Police Service (NPS) and the National Transport and Safety Authority (NTSA) to uphold traffic regulations.

“I expect proper coordination between NTSA and the Police. There has been some disconnect and competition between the two agencies. Mr. IG, I expect better coordination,” Ruto directed.
