President William Ruto has urged Members of the County Assembly (MCAs) to amend standing orders, compelling County Executive Committee (CEC) members to appear before the assembly for rigorous questioning and accountability.

During a meeting with MCAs at State House on Monday March 11, 2024, President Ruto emphasized the importance of this step in fostering oversight and transparency, stating, “I want to encourage the MCAs to amend the standing orders so that CECs can come to the floor of the county assembly and be held accountable.”

Furthermore, President Ruto warned that CECs must adhere to this directive or face potential resignation, signaling a new era of heightened accountability in county governance.

This move mirrors the practice in the National Assembly, where Cabinet Secretaries regularly appear before the plenary to address questions and provide reports. The recent amendment of Standing Order 25A in the National Assembly paved the way for this enhanced accountability mechanism.

President Ruto’s push for increased Executive participation in parliamentary proceedings aims to bolster government transparency, accountability, and responsiveness to the Kenyan people. By bridging the gap between citizens and the government, this initiative seeks to build trust and ensure effective policy implementation.

In a statement, President Ruto highlighted the importance of checks and balances in governance, emphasizing the benefits of robust oversight in improving the government’s performance and responsiveness to the needs of the people.
