Muturi dismisses DP Ruto’s bottom-up model, accuses him of being dishonest to Kenyans

National Assembly Speaker Justin Muturi has dismissed Deputy President William Ruto for being dishonest to Kenyans about his Bottom-Up economic model.

Speaking over the weekend at Living Waters Church at Makutano, Muturi claimed that Ruto is lying to Kenyans about improving the lives of ordinary Kenyans using the economic model if elected President in next year’s polls.

According to Muturi, Ruto already has the power to influence the allocation of resources to small-scale traders and those in informal sectors. He argued that the DP chairs the influential Intergovernmental Budget and Economic  Council (IBEC) which determines the amount of money going to local governments.

Muturi said that Ruto should have used his position as the chair of the IBEC from 2013 to implement the Bottom-Up economic model.

“When you are the one who is chairing that powerful committee, you should be making that decision for the last nine years but you have done it.

“If you are committed to helping the small-scale traders, the ones we are referring to as mama mboga and the wheelbarrows, the place to do it is at IBEC. What are you saying now? We are not stupid!” he said.

Muturi noted that the Kenyan Constitution, which gave rise to devolution, has the best platform to decentralise resources from the national level to those at the grassroots by considering priorities.

“When you are telling us something different today, you are fighting devolution. No mama mboga will access the national government during the budget-making, they are here at the grassroots. What we should be asking is how we strengthened devolution,” Muturi said.
