Kisumu County Assembly Speaker Onyango Oloo Arrested in Mombasa over the 4B Kisumu Mall Scandal

Kisumu County Assembly Speaker has been arrested by DCI officers in Mombasa after the sleuths launched a manhunt for him last evening. This follows an order by the DPP for Oloo,Bobasi MP Innocent Obiri and 34 others to be detained after investigations found out the two hatched a plot to inflate the construction of the mall from 2B to 4B.

According to the Director of Public Prosecution, Oloo is among more than 30 suspects who are facing fraud-related charges.

“It has been established that there was collusion between some Board members and M/s Erdemann Properties Limited…..The directors bribed the chairman of the Board George Onyango Oloo to the tune of Ksh.17 million,” the DPP said.Bobasi MP Innocent Obiri and a Chinese contractor Zhang Jing were arrested on Friday evening in Nairobi.

While recommending charges against the LBDA officials, the public prosecutor said in a statement issued Friday said Oloo, the former Chairperson of Lake Basin Development Authority received a Sh17 million bribe to allow the inflation of the tender for the construction of the mall from an initial figure of Sh2.5 billion to Sh4.1 billion.

“I presented myself to the authorities so that I can be investigated for processing as the law demands. I learnt the story from the media in relation to being linked to the Lake Basin Mall issues. We’re ready to face the full force of the law and we will defend ourselves. I trust the country’s judicial system to be free and fair,” Oloo said after presenting himself to police Saturday afternoon.

Haji said the inflation of the tender was violation of procurement statutes and contrary to the Anti-Corruption and Economic Crimes Act.

Following the finalization of the probe conducted by the Ethics and Anti-Corruption Commission (EACC), Haji recommended a total of eleven charges against 27 current and former officials LBDA officials and a Chinese contractor.
