Kirinyaga Governor Anne Waiguru fails to appear in court over NYS scandal case

Kirinyaga Governor Anne Waiguru has failed to show up in court to testify on the National Youth Service’s (NYS) Ksh. 791 Million scandal case.

Waiguru was expected to appear in court on Thursday, August 5, 2021 to testify over the National Youth Service (NYS) case facing former Principal Secretary Peter Mangiti and former NYS Director General Nelson Githinji.

The court was told that the Kirinyaga Governor was engaged on official duties therefore could not avail herself to give her testimony over the NYS scandal.

Reports reveal that the former Devolution Cabinet Secretary was expected to shed more light on how millions of shillings were lost during her term in office in the period between 2014 and 2015.

The matter will be heard in an open court after the court declined Governor Waiguru’s earlier request to have the matter be heard behind closed doors.

This comes after the Governor had failed to testify over the case that was scheduled on May 19, 2021 after it emerged that a lawyer representing Ben Gethi, a suspect in the alleged graft scandal had passed died.

“On grounds of passing on of the lawyer and for lack of representation the hearing can’t proceed today,” ruled the judge in the case in which Waiguru was expected to testify.

The alleged NYS scandal emerged in 2015 while Governor Waiguru was still serving as the Cabinet Secretary of Devolution in which the NYS falls under.

Waiguru was however, cleared by the Ethics and Anti-corruption Commission (EACC) back in 2016 after claiming that she had acted as a whistle blower.

Reports revealed that the NYS scandal involved the loss of Ksh. 791 Million and an alleged conspiracy to steal Ksh. 695 Million at the Youth Service.

The former EACC boss Halakhe Waqo, in a letter that was addressed to the Head of Public Service Joseph Kinyua stated that they found no evidence to incriminate Waiguru in the unscrupulous dealings at the youth service after the investigations.
