Kenya Literature Bureau (KLB) Human Resource Manager Roselyn Mugavana is under fire for illegally increasing her monthly basic salary to Ksh 364,570 without proper authorization.
The salary increment, which was secretive and self-serving, was not approved by the board or discussed in any management forum, exposing a blatant abuse of power and lack of accountability within the institution.
In addition to inflating her own salary, Mugavana selectively awarded pay raises to a few close associates, including Finance Manager Francis Mutunga, Acting Managing Director Julius Aritho, and Assistant HR Manager Loice Muteti.
Her tenure has been marked by multiple legal setbacks, with courts ruling that all HR programs she implemented were illegal. Cases involving unionizable staff and HR instruments further demonstrate her disregard for legal and ethical human resource practices.
Mugavana has also used the HR office as a tool for harassment and intimidation. Employees have been subjected to arbitrary transfers, mismatched postings, and unwarranted warning letters. Hiring practices at KLB have been skewed to favor individuals from a specific ethnic group, while nearly 80% of staff remain on acting or temporary contracts, creating widespread job insecurity.
Her leadership style is characterized by high-handedness and impunity. She has harassed employees even at social gatherings and victimized those perceived as unsupportive of her mismanagement.
Many staff members have suffered under her oppressive rule, receiving baseless disciplinary actions and exclusion from key decision-making processes, fostering a toxic work environment.
Furthermore, Mugavana has engaged in unethical behavior, including inappropriate relationships with senior officials. She has also actively worked to undermine the new Board of Management by refusing to facilitate meetings and forging the chairperson’s signature to authorize fraudulent HR approvals.
