While infrastructural development in general, and the construction of Thika Road in particular, have been hailed as the flagship development programs of president Mwai Kibaki, he is without a doubt mostly remembered for his ambitious and unprecedented free primary education program which he launched upon entry into State House in 2003.
However, it is now emerging that the noble idea which even made former USA president Bill Clinton exclaim that the man he would want to meet most in the world is “…the Kenyan president Mwai Kibaki because of his brilliant idea to make education free for Kenyan primary school kids”, may not, after all, be entirely Mwai Kibaki’s idea.

Former Gem Constituency member of parliament Joe Donde has now come out to claim that not only was he the person who drafted the bill which sought to make primary education free, but that also, he drafted it way before Mwai Kibaki got to power.
He said that he drafted the bill during the Moi regime when he was still an opposition MP, but the overwhelming KANU majority defeated the Bill.
Donde was speaking on KTN’s Wako Wapi which is a show hosted by Mary Kilobi-Atwoli every Saturday night.
Donde, who is famous for the Donde Bill which sought to alleviate Kenyans from the bondages imposed on them by financial institutions, revealed that although he’s well known for Donde Bill, he has other equally important Bills.
It will be remembered that during the scuffles in NARC between Raila Odinga and Mwai Kibaki, Raila’s critics often claimed that not only had he contributed nothing of importance in terms of development, but he and his party members in LDP were busy distracting the president from achieving his flagship program which was the Free Primary Education.
This revelation will put an interesting spin on things, seeing as it now becomes a real possibility that the originator of the Free Primary Education idea was from the LDP wing of NARC.
