Kenya Headed For Referendum to Create an Executive Prime Minister Position

The Country might be gearing for a referendum to amend the constitution in 2020 ahead of the 2022 general elections.

The referendum is said to create the position of an executive Prime Minister in a move set to end the system of winner takes it all that has seen elections in Kenya marred by violence.

This is said to be one of the key areas President Uhuru is likely to address in the State of the Nation address and is part of the implementation plan of the March 9 agreement between President Uhuru Kenyatta and ODM leader Raila Odinga.

A 14-member committee is set to spearhead the unity project with NASA co-principals Kalonzo Musyoka and Musalia Mudavadi touted to each nominate a representative to the expanded team.

This is after Raila held a lengthy night meeting with Mudavadi while the messy crusader, Moses Wetangula remains in the dark.

Touted names allegedly include devolution expert Mutakha Kangu, political scientist Adams Oloo, lawyers Elizabeth Muli and Catherine Mumma and Kenya Human Rights Commission executive director George Kegoro from civil society.

Two proposals have been flouted: One introduces a parliamentary system with MPs electing a Prime Minister as the head of the Executive arm of government, and having a ceremonial President elected by the people.

The other introduces a hybrid system with a Prime Minister elected by MPs sharing power with the President, who remains head of state.

Whichever system is eventually adopted, there will be two Deputy Presidents and two Deputy Prime Ministers, slightly similar to the Grand Coalition government while Speakers of Parliament will be elected from regions not represented in the Executive options above.
